What you will need for this tutorial
PSP X
You will also need a tube and a pattern type render
For this tag I have used a Deacon Black tube which you can obtain a license to use at C.I.L.M.
If you do not have a license to use these images please choose differently.
I have also used a render of my own to create the texture. If you are totally stuck for a patterned render please click Here

Open a new canvas 500x450.
Flood fill Layer 1 white for now.
Add a new layer.
The patterned render will be used as a texture so we need to set your verison of PSP to see it.
File>Preferences>File Locations.
Here you can set up all the folders you want PSP to look in when you choose a particular tool.
Select Textures.

Click the Add button and choose the directory with my render in it.

Click the OK button and return to your canvas.
Now click on the Foreground Color Selection box.
Set this to black (#000000).
Click the box to turn textures on and choose the render from the drop down.

Select your Freehand Selection tool and set the feather 14.
Make a selection like the image below.

From the Main Menu choose Selections>Invert.
Hit the Delete once.
Now set the layer opacity to 32.
Main Menu>Selections>Select None.

Head back to your foreground colour selection.
Keep the texture as is and choose a bright colour from your tube.
Layers>Add new layer.
Floodfill this layer with the new colour.

Now copy and paste your tube in as a new layer.
Resize your tube as appropriate and move it to the left side of the canvas.
Next go to your text tool and add the name for the tag into the box.
I used Vulgar Display size 72 Bold and then used the nodes to resize to an even larger size.
Set the Fill colour to white and the Stroke colour to the bright colour you used from your tag before BUT WITHOUT the texture this time.
As a variance to the tag you could add a texture to the white of the text ;o)
Set the stroke width of the text to 3
Click OK
Rasterize the layer once you are happy with it then drag this layer under the tube layer
Grab your freehand selection tool again keeping the feather the same.
Make a close selection around your tube and the text.
Activate the coloured render layer.
Main Menu>Selections>Invert
Hit the delete key once.
Main Menu>Selections>Select None

Make sure to add the correct copyright information.
Finally either delete or make the white floodfilled layer invisible.

Main Menu>File>Export>PNG Optimizer
Make sure your settings are the same as the images below.

Then click OK and choose where your tag is to be saved.
