Sample

You will need nothing but the default filters and settings in PSP X to complete this tutorial

Open up a new canvas 450x300

Grab your Preset Shape tool and set it to elipse Width - 5, Fill - Transparent, create on Vector checked
Draw 1 oval, Layers>Convert to Raster, rename this layer '1'
Duplicate that layer to make 4 more ovals on their own layers and rename accordingly(2-5)
Move each oval evenly across the page to make a pattern like this

Ovals

Select layer '1'
Grab your magic wand and select inside the oval
Selections>Modify>Expand by 2 Pixels
Grab your fill tool and set the fill colour to a gradient of your choice
Layers>New Raster Layer
Fill this layer with the gradient
Drag this layer below '1' and right click on '1' and choose merge down
Selections>Select None
Repeat the above steps again using the same gradient to fill ovals '3' and '5'
(Make sure you remember to drag the filled layers below the oval before merging down)

Now pick a new gradient and using the same steps as above fill ovals '2' and '4'

you should now have 5 filled ovals
Drag the layers about so that ovals '1','3'& '5' are under ovals '2' & '4'

Layers>Merge>Merge Visible

Effects>Distortion Effects>Twirl - Degrees - 720
Effects>Distortion Effects>Spiky Halo

Spiky Halo Settings

Grab your selection tool - Lasso set the feather to 20
Select in a jagged line around your twirl
Below is an image of the selection shape without the feather to make it easy to see what i'm on about

Selection Without Feather

Selections>Invert
Hit the Delete key once
Selections>Load/Save Selection>Save Selection to Disk
When you see the screen below fill in the name and click Save

Layers>New Raster Layer
Grab one of the gradients that you used in the ovals and fill this new layer with it
Layers>New Raster Layer
Grab your fill tool again and set the Fill colour to white and a texture(I used Tin Foil angle 45)
Selections>Load/Save Selection>Load Selection from Disk
Choose the one you saved before and click Load
Make sure your gradient layer is active and click the delete key once

Put the focus back to your swirl layer
Effects>3DEffects>Drop Shadow
Vertical - 0
Horizontal - 0
Colour - A dark colour from the twirl layer
Opacity - 100
Blur - 1
Make sure Add shadow as a new layer is checked
Click OK

Now move the shadow to the very top of the layer pile and the twirl to between the gradient and the white textured layer

Change the White textured layers blend mode to Hue
Then change the top layer blend mode to screen
You should now have something that looks a little like this

Layers>Merge>Merge Visible
Save this image as a PSPimage just incase the worst happens

Ok now on to the main tag

Open a new canvas 550x400
Grab your shape tool set to rectangle width - 5, Stroke - Black, Fill - Transparent
Draw a rectangle on the canvas that is the same dimensions as the first canvas we made(450x300) Layers>Convert To Raster Layer
Grab your magic wand and select outside the rectangle
Efects>3DEffects>Outer Bevel

Inner Bevel Settings

Grab your magic wand and select inside the rectangle
Layers>New Raster Layer
Go back to the original canvas. Right click and choose Copy
Back to the new canvas. Right click and choose Paste into Selection
Drag this layer below the rectangle layer

Layers>New Raster Layer
Grab your selection tool
Look on the tool bar and find the icon that looks like this
User Specified Selection

Once the screen opens enter the numbers below
top - 0
left - 5
right - 10
bottom - 400
Grab your fill tool and fill these with a red from the twirl
On the same layer
Click the same icon again to bring up the user defined selection screen
Use these figures
top - 0
left - 540
right - 545
bottom - 400
Fill this selection with the same red as before
Layers>Convert to Raster Layer

Layers>New Raster Layer
Click the User Defined Selection again
Use these figures
top - 5
left - 0
right - 550
bottom - 10
Fill this with red
On the same layer again
User Defined Selection again
top - 390
left - 0
right - 550
bottom - 395
Fill this with red too
Layers>Convert to Raster Layer

Click the layer with the Vertical lines on
Effects>3DEffects>Drop Shadow
Settings -
Vertical - 0
Horizontal - 2
Opacity - 100
Blur - 0
Colour - Black

Now select the horizontal lines
Vertical - -2
Horizontal - 0
Opacity - 100
Blur - 0
Colour - Black

View>Zoom In
Do this a couple of times till you are nice and close and find the intersections where the lines overlap each other
Select Overlap

Now Select one of the layers and hit the delete key once
Selections>Select None
Now repeat the above step so that you move around the screen and make the lines go over then under so if it is on top on the intersection before then it goes underneath on the next intersection

View>Zoom to 100%
Make all other layers invisible except for the two sets of lines and the click Layers>Merge Visible

Layers>New Raster Layer
Fill this layer with Grey
Drag this layer below the red lines

Select your text tool with a font and size of your choice (i recommend using red as it works with the colour of the twirl
Add a drop shadow to your text
Add Tagged by information
Now to reorder the levels
The layers should be in this order from top to bottom
The name of the person the tag is for
The rectangle Layer
The swirl layer
The red lines layer
The grey layer
Your text
Change the blend mode of the red lines and grey layers to Multiply
Change the tagged by opacity to 59
Now Save as a PSPImage and export as JPEG
Your Done
